Zabjelo Community Centre is an unsubmitted competition proposal for a multifunctional public building designed for the Zabjelo district of Podgorica, the capital of Montenegro. The project brings together four primary functions: a neighbourhood health centre, the Podgorica capital city offices, a 400-seat multipurpose hall, and clubs for senior citizens and youth. Due to the spatial requirements of the mixed-use programme and the constraints of the site, the visual privacy of the health centre which is located in close proximity to the surrounding residential buildings is achieved through a secondary "green veil" integrated into the façade. Composed of native plant species and climbing vegetation characteristic of the Podgorica region, this living layer not only enhances privacy but also contributes to a more restorative and therapeutic environment for the users of the healthcare facilities. Located on the top floor, the foyer of the multipurpose hall faces the city centre and functions as an urban showcase, visually projecting the activities taking place inside while establishing a strong connection with public life.
